Today I answered a question where this dude was unable to create a new website in Visual Studio 2005. A friend of mine (aka dude) asked me the same thing 20 minutes later. I suggested that they go to Help > About Microsoft Visual Studio in Visual Studio and see if Microsoft Visual Web Developer 2005 is listed under Installed products. I don't know the end result for that first dude I helped, but in the second case it wasn't listed. So, when you install Visual Studio 2005, double-check that Visual Web Developer is selected. Otherwise, you'll be Dude and wonder why you can't create or open a website in Visual Studio.
